.NET 1.1 is no longer supported. Installing .NET 1.1 on Windows 8+ is not supported and will fail if you try. There is no workaround as the setup itself will fail to run. See here.

    Hi there,

Microsoft .NET Framework 1.1 lifecycle started on 7/10/2003 and Service Pack Support Ended on 9/9/2005. You can get this information from the below thread.

Search Product and Services Lifecycle Information
    https://answers.microsoft.com/en-us/windows/forum/all/need-a-download-link-to-ney-framework-114322/92630f40-e886-4dbf-b1c9-559d2375d33b

It isn't possible to manually install .NET Framework 1.1 on Windows. If you try to install the package, the following error message is displayed: "Setup cannot continue because this version of the .NET Framework is incompatible with a previously installed one.

Migrate from the .NET Framework 1.1
