App Service configuration is not working as expected

Under Configuration for the App Service I have an App Setting that is not over-riding the value that is hard coded in the web.config file.
Also, in the web.config file under the "system.serviceModel" node there are "serviceActivations" that are not being wired up. When I try to call one of the services I am getting a 404 HTTP Error.
This app service (which is being used for DR testing) was created from a template of our site running in production. I have been able to execute this type of import in the past without issue. I am not sure why it is not working now.

We went ahead and reviewed the issue reports for the last two weeks and there is no other records of others reporting this experience.
Can you please verify what language stack you are using and whether or not you are still encountering this issue? We look forward to your reply.
