Using Windows 8.1 to maintain using older programs. I get an error installing microsoft visual C++ x64 Redistributable 2015, Error ox80240017.

I tried to install, uninstalling, and reinstall, reboot, turn off my virus scanner no luck. Any help or suggestions? Thanks

Someone else had this problem and had to reinstall windows8.1. Ironically I just did recently and when I tried to put visual 2015 pack on, it gave me that same error. Maybe I should reinstall without the updated windows8.1? I tired to manually had the visual back, no luck and very complicated in cmd window.
