Why am I billed for Microsoft Azure Support when I don't even have a subscription?

Today I have received an invoice email from microsoft-noreply@microsoft.com, within the invoice it states that I am being billed $34.80 for Microsoft Azure Support, that would be fine if it wasn't for the fact that I haven't used the account in a long time and that I haven't got any active subscriptions and thus do not have any resources that have not been deleted and may incur a cost.

Does anyone have a solution to my problem, I am not currently using this account so I am fine if the account gets removed.

You can create a ticket here about the billing.
    https://azure.microsoft.com/en-us/support/create-ticket/

and read on here about canceling the subscription.

Hello, check if you have an active developer support plan https://portal.azure.com/#view/Microsoft_Azure_Support/HelpAndSupportBlade/~/supportPlans

    and downgrade to Basic.
