IIS Media Services is no longer supported so the download link has been removed. The latest version of IIS Media Services was 4.1. It followed the support lifecycle of Internet Information Services 7.5 which itself followed the lifecycle of Windows Server 2008 R2. When Windows Server 2008 R2 was deprecated in 2020-01-14 that also ended the lifecycle of IIS Media Services.
