Not able to connect to VM even after opening port

Hi.

I am not able to connect to VM even after opening port. I followed following two approaches, but none of these seems to be working:

https://learn.microsoft.com/en-us/azure/virtual-machines/windows/nsg-quickstart-portal

and

https://learn.microsoft.com/en-us/azure/virtual-machines/linux/nsg-quickstart

I can see that port is added in inbound rules, but I am not able to connect to port either via Telnet or http.

Can you help me understand if there is any error you are getting on the portal or power shell when you are trying to connect to VM?

Why do you want to connect to the VM, and from which application do you want to connect?

The answer to the question will tell us what you should do. For example, if you want to connect SQL Server on the VM or to the website then the way to it might be a bit different. So...
