My email will not sync and I keep getting a “cannot connect to server” error. Can you please help?

Firstly I would like to confirm are you using Hotmail (outlook.com) account and encounter the sync issue?
And what's your mobile app, outlook for ios or native mail app?
Have you tried login the webpage to see if it works properly? For example: https://outlook.live.com/mail
