If an Azure Primary region fails, wouldn't the Azure Site Recovery service in that region be inaccesible?

Scenario:
Azure Site Recovery is setup with IaaS-VM replication from Primary Region to Secondary Region.
The ASR vault location is in the primary region.
If the primary region fails:
1- Wouldn't the ASR vault be inaccessible?
2- If the ASR vault can't be accessed, how can a failover be initiated?

Azure Site Recovery doesn't need connectivity from the primary site to perform the failover.
