If we buy win RDP Cals 2022 in the future can we Downgrade to lower versions? - If Yes, upto which version we can downgrade?

Usage of Win RDP Cal license is country-specific?(e.g if we procured RDP Cals in India as our users are in India and our server is in Other part of country can we activate/Use on that server?) also provide guidance in vice versa situation.
