Via searching online, I find an article "Handwrite, draw, and sketch in Microsoft OneNote", the following screenshot from the article means we are unable to turn this functionality on.

Here is a similar thread 'Ink to text conversion on ipad' on Microsoft Feedback forum, I suggest you vote it up to support this feature request.
This way, you can help Microsoft engineers have a better visibility on what issues that you’re experiencing with OneNote for iOS and which features are most important to you.

Based on my knowledge, a workaround is syncing notebooks to Windows devices with OneNote installed and use Ink to Text to convert.
