Error when trying to log into account "There's a temporary problem with the service. Please try again. If you continue to get this message, try again later"

I am trying to create a backup of my Microsoft authenticator profile on my old phone so I can use the application on my new phone to access my work emails. To do this I need to log in with my personal Microsoft account. When prompted for verification, I use the method where a code gets sent to another email address and I then enter this code to verify my account. Whenever I do this, I get the error message: There's a temporary problem with the service. Please try again. If you continue to get this message, try again later. It has been like this for several days now. I have tried on multiple devices, always receiving the same error.
My organization seems to offer no alternative verification methods outside of the windows authenticator app.
Could someone please help me with this as I would like to be able to access my work emails.
