Can I promote Windows Server 2019 domain controller from the IFM of Windows Server 2012 IFM?

I'm trying to promote Windows Server 2019 domain controller in remote site, where we have very low bandwidth & I don't have Windows Server 2019 writable domain controller. Therefore, I want to create IFM from Windows Server 2012 and using that IFM I want to promote new domain controller with Windows Server 2019 OS as Windows Server 2012 will be EOL soon.

    You can try but you'll still need connectivity to domain.
