Domain migration or Recreate domain network

We have a active directory that needs to be reconstructed i think, we having multiple issues, sometimes clients cant connect and then all of a sudden they are connected again. We are running windows 2008 R2 server. we purchase 3 new 2019 servers. Can i recreate the same domain network.? or should i just create a new domain and create all clients. is about 100 clients. only issue here is that we have a massive file server. and I'm dreading to reconfigure all the rights security rights. please help. what is the best way to go about it.

    Well... recreate a new domain could be painful, depending on your environment.

    What is the current issue ?
    You have connection issues... what kind of issues ?
    Is it accessing the file server, accessing internet ?
