Certification Dashboard will not launch

Question

Cert. Dashboard will not launch. I have used Microsoft Edge and Internet Explorer 11 and the same issue persists. I have lowered security in Int. options, allowed cookies/pop-up's and I have flushed my DNS and also have attempted to access the page in a private browser. I am simply trying to take my MTA exams from home though Pearson Vue rather than driving to a testing center.
This is what happens....

1. I go to Microsoft.com/learning (Internet Explorer)
2. I click on the Certification Dashboard link ( I get there just fine)
3. Once at Cert. Dash. I attempt to either schedule an exam or cancel and I am redirected to another page that will not launch.
   Please Help
