Upgrade Windows Server 2016 to Windows Server 2019,remote desktop license issue?

After the upgrade of AWS EC2 Windows Server, there is a remote connection problem and the system is not activated. What should I do? Do I need the key to reactivate the system?

    Since this is a behavior produced after the upgrade of the system in Amazon Web Services, and no changes were made to the Windows system, you should direct the question to an Amazon Web Services Forum, as their community would be more experience in the effects of this changes and how to resolve it.
