Unable to Open/Edit Excel file from SharePoint

We are on SharePoint 2013 and have two users who run into problems with Excel files in any document library. The files will open in the Excel Web App, but because of the functionality, they have to edit it in the Excel client. If they go through the Web App and click to edit in Excel, nothing happens. To rule out a permission issue, we found that if we saved a shortcut directly to the Excel file (on SharePoint) to their desktop they were able to open, edit and save the file. However, after awhile even that stopped to work. We had them try using another computer, but they experienced the same behavior. Other users with the same permissions are able to open/edit the same files in the Excel client and don't run into issues. They are using Windows 10, with Office 2010 and the Edge browser - this includes the users who have issues and the users that it works for. Any ideas? Thank you.

Please try to remove two users from site collection then re-add them into site collection.
