the error message is pointing to a disabled Azure Subscription.
As long as a subscription is disabled you cant modify/change anything because all resources in the Azure Subscription are in "read-only" mode.
This might happen if a free trial subscription expired, the subscription is canceled or a spending limit is reached (for instance at Visual Studio Azure or Free Trial subscriptions).
