A particular Windows 11 machine refuses to install the driver for our WCID device

My company produces a WCID-capable device that until now we haven't had any driver issues with. However, for one user who happens to be running Windows 11, the driver refuses to install automatically. On my Windows 11 computer, the device works fine.

I had them check the Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\usbflags\0483A3B10000\osvc registry entry, and it was set to 0. I had them use the USB Descriptor Dumper Tool to verify that Windows can read the 0xEE OS String Descriptor correctly. Everything looks good there, here is the full output.
