I'm seeing the same issue. Multiple staff with user admin or GA perms can edit regular users but the field for the Alternate Email is greyed out.
Why cant i edit alternate email field in AAD?

Why cant i edit alternate email field in AAD?
was able to last week and no longer can.

You hit edit for the account and then you edit the alternate email for an Azure hosted account
If you add yourself to the User Admin Role Group and logoff and log back on, how does it look then?

So you have to go to portal.office.com --> Admin --> Users --> Active Users.
Search / Filter the user you need to edit.
You can change the Alternate email address under the account properties.

Any idea what lessor role can provide admin access or this functionality?

2022-02-24T12:33:15.173+00:00 It works fine for me for hosted accounts using the User Admin role in the Azure portal.
If its not working, I would open a ticket with Azure Support.
