Azure won't let me create a resource in my local region

Sorry if this is a dumb question, but I just signed up to Azure, and am overwhelmed by it. I've upgraded by subscription to Basic, as I think that's all I should need at the moment.

I want to create an SQL database, but when I get to the part where it asks me to choose a region, it won't let me choose "(UK) South", which is the closest region. It gives me the following error...

Your subscription does not have access to create a server in the selected region. For the latest information about region availability for your subscription, go to aka.ms/sqlcapacity. Please try another region or create a support ticket to request access.

It recommends that I use ones in the US, Asia, etc, but as I'm in the UK, and the web site that will be using this database will be housed on a server in the UK, it seems more sensible to locate the database in the UK. I can't create a support ticket as the basic level doesn't include that.

Anyone able to help? Please explain in words of one syllable!

    OK, it's black magic! I guess I didn't sacrifice enough buckets of goat entrails to the Great God of Azure this morning!

    I just tried again, and it all went through without a hitch. Did exactly the same as before, so I've no idea why it didn't work earlier.

    But you can choose using UK West also. Do you have any reason for not choosing that region? Some services are not available on all regions for certain types of subscriptions.

    Oh, spoke too soon :(

    I realised that before creating an SQL database, I needed to create an SQL Server. Tried to do that, and it allowed me to create one in UK West. However, the deployment failed with the message...

    Subscriptions are restricted from provisioning in this region. Please choose a different region. For exceptions to this rule please open a support request with Issue type of 'Service and subscription limits'. See https://learn.microsoft.com/en-us/azure/sql-database/quota-increase-request for more details.

    Before I give up on the whole idea, please can you explain in words of one syllable how I'm supposed to do this? All I want (at the moment at least) is to have a single database in Azure that I can use in the same way I'm using SQL Server right now. I've got as far as having an Azure subscription. Everything else I've tried has failed.

    @Andreas Baumgarten Thanks for the reply. Sorry, I forgot to mention that I did that, but didn't manage to submit the ticket. When it got to choosing the quota type, I chose SQL Database, like it suggested. However, when I get to the Details section, it asks me for the quota type, for which I chose DTUs per server. At that point it told me "No SQL database resource found" - well duh, I know that, I can't even create a server never mind a database!

    Any ideas? I've wasted an entire afternoon on what should have been a simple job.
