Windows Server Upgrage and VisualSVN Server Questions

The operating system on which VisualSVN Server is installed is Window Server 2012. 2023.10.10. We are planning to upgrade to Windows Server 2019 due to EOS (End of Service).
I have VisualSVN Server installed on that Window Server.
I have a few questions about this.

  1. Can I use VisualSVN Server without reinstalling it?
  2. Can Repository, Users, and Groups be used without being deleted?
  3. Is it possible for SVN Client users to use it without any problems?

    An in-place upgrade may be possible but is never recommended. Better to ask the vendor here about migration methods.
