The CPU on this VM is running 2.7Ghz when the description of this size VM states 3.4Ghz with a 3.7Ghz single core speed.

Fsv2 was launched with Intel Skylake CPU 8168. The base frequency is 2.7GHz, with ACT of 3.4GHz. Please see Intel spec below.
