Cannot submit my app

Question

Unable to submit app, prompt"Before you distribute this app to a public audience, you’ll need to request approval to use each restricted capability that it declares. You can do this by providing info when you update your submission to use a public audience". According to the help documentation, I can provide this info on the Submission options page, but my submit options page has nothing about it.
