Actually I dont have Plan1 subscription.
In article Compare Visio versions and features, I find that only Plan2 supported floor plan templates...

We have just purchased Visio 1 to access Floor Plans so we can do architectural drawings for a shed permit. We cannot seem to see the template for Floor Plans anywhere. Can anyone help?

I suggest you refer to this support arctile and you can find not all versions of Visio are contain Floor Plan template:
