Error: 0x80070426 On a computer running Microsoft Windows non-core edition

Hi All

i am getting below error activating License on my windows 2016 server. i dont see any issue with port. i am able to telnet my kmserver on port 1688. i am getting access is denied error starting Software Protection service.

C:\windows\system32>cscript C:\Windows\System32\slmgr.vbs -ato
Error: 0x80070426 On a computer running Microsoft Windows non-core edition, run 'slui.exe 0x2a 0x80070426' to display the error text.

C:\windows\system32>cscript C:\Windows\System32\slmgr.vbs -skms ******@mydomain.com

i have given full access to NETWORK SERVICE and sppsvc

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SoftwareProtectionPlatform

This might occur if the Software Licensing service is not started. Start the Software Licensing service and check if that helps you.

-Click Start, type services.msc and hit enter.
-In the list of services locate Software Licensing.
-Right-click it, select Properties.
-Change “Startup type:” to Automatic, then click OK.
-You may then need to select Software Licensing again then click “Restart the service” located in the top-left corner for it to take effect immediately.
-Restart the server and then try activating the License on your windows 2016 server.
