Virtual Studio 2015 Shell (Isolated) unable to download

Hello,
My laptop is M1 Macbook and I'm trying to install Visual Studio 2015 Shell (Isolated) through Parallels (The latest version). But I keep failing to install it, getting an error message "Microsoft Build Tools 14.0 (amd64) Fatal error during installation.
I tried uninstalling virtual C++ x64, x86, and Arm64 and reinstalling them. I succeed to uninstall x64 and x86 ones but fail to do Arm64. And if I keep trying reinstalling "visual-studio-isolated-shell-14.0.23107.10" I get the same error message.
How can I install this virtual studio?
