Have you tried to setup a Folder Redirection Policy that redirects everyone's files ? to :
- \server\share\SharedDesktop
- \server\share\SharedDocuments
- \server\share\SharedDownloads,
- etc.

I want to ensure that the people in my office save all of their files on a network share so that their files are automatically backed up and secure.
Is it possible to prevent Windows 10 users from saving files anywhere on the C drive (i.e. anywhere in C:\, including c:\users[user name]\desktop) such that they are required instead to save files on network shares that they have access to?

Yes, you can do this via Group Policy:
Create a Group policy object and configure following setting on that to block disk C:
User Configuration \ Administrative Templates \ Windows Components \ Windows Explorer. Then on the right side under Setting, double click on Prevent access to drives from My Computer.
Then, Select Enable then under Options from the drop down menu you can restrict a certain disk.
