Account locked, usage limit exceeded.

Question

My Microsoft account got locked recently(another account not this current one), and I have no way to recover it, because when I type in the phone number it gives the error message "Usage limit exceeded. Try again tomorrow". Yes, I tried again tomorrow, waited for a week and tried again, I even tried different phone numbers but it gives the same error message.
I used this(https://account.live.com/acsr) link to try and recover it but I just ended up changing my password without unlocking the account.
I also tried answering security questions to verify myself but it said that microsoft lacks the information to confirm it is me.
