Is it possible to restrict the creation of SharePoint Online subsites to only one level?

If the “Enable subsite creation for all sites” option is enabled on the admin center “Classic settings page” is it possible to restrict the creation of subsites to only one level?

    in theory you may break role inheritance on sub sites of 1st level (so they won't inherit them from parent root site) and remove "Create Subsites" permission from Full Control or Manage Hierarchy permission levels there (or alternatively use own custom permissions levels on sub site without "Create Subsites" permission). But it will affect only members of Site Owners group, while site collection admins will be still able to create sub sites of any level.

    According to my research, when you turn on the “Enable subsite creation for all sites” option is enabled on the admin center “Classic settings page”, only users with Full Control permission or Manage Hierarchy permission at the site collection level can create subsites.
