How to protect users from downloading the file that is in sharepoint to their local computers?

Hi,

We want to migrate our files to the sharepoint and make them available for users to use, but we do not want them to download to the local computer.

They must edit / read but those that are already in the sharepoint cannot be copied/download.

    This is impossible. By design, user with edit/read access can manually download files in SharePoint.
