AZure: How Data Users can upload, download and share files in azure

In Azure, how authorised Data Users can upload, download and share files (e.g. text
files, spreadsheet, audio, video files etc.) from on-premises (for e.g. using their laptop in office network) to/from the cloud storage. These files can be used by some other applications in cloud later.
As these users are non-technical users, an UI or portal will be helpful.

  1. Can Azure Data Studio help on this and provide an UI for this purpose?
  2. Any other service can be able to achieve this?
  3. If no service available, what is the work around to achieve the same?
