Visual Studio 2019 with Access DB Engine 2010 x 32bit - error in initialising provider. Unrecognised database format.

Trying to read an Excel file using "Microsoft Office 12.0 Access Database Engine OLEDB Provider" which was downloaded from https://www.microsoft.com/en-US/download/details.aspx?id=13255.
1) Installed the x64, but OLEDB provider is not showing in the Connection Manager.
2) Installed the 32bit, OLEDB provider is showing in the Connection Manager.
However, it is giving below error and test the connection.
Please advise.

In the past, "any cpu" or "x86" for the project settings used to work. However, now, by default, VS2019 will run "any cpu" as x64 (and in the past it run as x86.
In effect, you need to "force" the bit size the project runs as, and thus don't use "any cpu", but use and force the proejct to x86.
