Where are you checking this version number? If you go to "Apps & Features" then search for "compact 7", then click on "Windows Embedded Compact 7" it should show a version number "7.5.2909.0" if you are fully up-to-date.

After updating Windows Embedded Compact 7 from March 2018 release to March 2021 release the version number remained 7.0.2882. I also checked "osassemblyversion.cs" and it appears to have not been modified in the update. Is this correct?
