Decrypt Azure KeyVault with Public Key

Question

Hi, im successfully using an Azure Keyvault RSA pair in PowerApps/Flow to decrypt data encrypted with the public Key. Im now attempting the other way around, so that i can decrypt with the public key, but it doesn't seem to work. Im doing the below step, but i cant decrypt the results with the public key. It sounds like its actually encrypting with public key, but why? How can i encrypt using the vaults private key so that i can then decrypt it with the public key?
