The procedure is very straight forward and should apply to your clients equally. In this scenario, I would recommend to focus in the GPO applying into the computers and if they are receiving correctly both the policy and it applies successfully the change.
The reasons can be different, but usually there are some permissions or security softwares that may prevent both the policy or the registry change.
