Based on my knowledge, when a computer’s CPU is maxed out during video conference. It may denote either a problem with the computer or a limitation of the device’s hardware. Also System software problems can cause the CPU to jump to higher-than-necessary usage.
Please make sure if you have a GPU in your computer. The CPU has to pick up the slack if the computer doesn't have a GPU or has an under-powered GPU and will see higher usage rates.
Besides, you can try to disable the GPU in the Team setting and restart the Teams to see if works for you.
