In the Hub Navigation dropdown, one needs to hover/click on the arrow to see a submenu, how to have it so hovering/clicking on the link-text as well shows the submenu (SharePoint Online)?

    Currently there is no ootb method to meet you requirement, I suggest you to use spfx extension to achieve it.
