Do I need Azure?

Question

I am trying to get my organization setup in a HIPAA compliant manner, but honestly, all the documentation just sends you down a rabbit hole with no hope of surfacing.

So I have a few questions.

1. Do I need Azure? If not, how do I get it disconnected from office 365 or make it so I can control everything in 0365.
2. Is there a, or a few templates I can add on to compliance to verify hipaa compliance? I go to all the 'fixes" and I make changes, but my compliance score never changes.

We have a very small agency, This shouldn't be too hard!
