How can I perform a headcount in Power Query - there are duplicate employees however,I can only record the employee once based on the higher number of hours?

I have 24,500 rows of data containing employee details. Some of those employees have multiple employments.

I need a formula that allows me to record 1 against non duplicates, a 1 against the records of those that have multiple employments but only against the higher WTE

NB those that have multiple posts and the same number of hours in each should only be counted once. I have attached sample data and in column F these are the returns I get when performed in Excel. Any help in solving this would be greatly appreciated.
