2021-09 Update for Windows 10 Version 1909 for x64-based Systems (KB4023057) - Error 0x80d0511

Question

I have several machines that are failing to download this update. It's an old update and new updates have installed ok, when you click retry it just pops up 0% and then instantly gives the error...and I think I know why....

If I look for that KB on Microsoft's server to manually download the file from shttps://www.catalog.update.microsoft.com/

It lists various revisions of this update but not a single one for "2021-09" or "Version 1909". If I search for the full string it find the update but under a totally different KB (KB5005624). This makes me think that the download is failing, simply because it doesn't exist.

I have tried all sorts of Windows updates troubleshooting etc it doesn't fix the problem, I could hide the update but I see this warning about missing important security and quality fixes. Any advice greatly appreciated, I am wondering if this update was pulled by MS but for some reason my PC still thinks its a valid outstanding update?

If you have already installed more recent cummulative updates, it might be some corruption of the update system, please try the next in one of the computers:

• Cleanup WinSxS folder: https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/clean-up-the-winsxs-folder?view=windows-11
• Manually reset windows update components: https://learn.microsoft.com/en-us/windows/deployment/update/windows-update-resources#reset-windows-update-components-manually
• Perform a DISM image repair: https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/repair-a-windows-image?view=windows-11

If this doesn't help, it would be convenient to look for more information at the next 2 important log files:

• CBS.log
• WindowsUpdate.log

Also, in case of sharing new findings, please add more information about the way you deploy regularly your updates, any common characteristics of the failing computers versus the ones that have no problem, etc..
