I found the issue "Gaming" was set to Block under "Control Panel And Settings"
This disabled the "Focus Assist" blade in "Settings"
Focus Assist missing from Settings>System. Probable InTune Device Configuration
I cannot figure out what configuration profile we could possibly have that is removing the ability to go into Focus Assist Settings.

Does anyone have an idea of what setting might have the ability to remove this from settings? If I do a search it does list "Focus Assist Settings" but when I click on it nothing happens.

If you use Device Restriction policy to Block Gaming, it sets hide:quietmomentsgame in “Settings page visibility” as well, this is what blocks Focus Assist.
If you use setting catalog instead, and configure Page Visibility List to this value:
hide:gaming-gamebar;gaming-gamedvr;gaming-broadcasting;gaming-gamemode;gaming-trueplay;gaming-xboxnetworking
You get the result you want. Gaming is hidden in Settings App, and Focus Assist still works.
