Notebook is not available

Hello everyone my name is Taniguchi I'm very new at cosmos db. I've created a cosmos db with SQL api and when I tried to access the notebook on Data explore there is a message saying that "Notebook is not currently available" and been days that is message is been shown. How can i access the notebook on the cosmos db ?

I understand that you are not able to create a notebook in Azure cosmos DB. We apologize for the inconvenience this may cause.
Notebooks for Azure Cosmos DB are currently available in 29 regions. To use notebooks, create a new Cosmos account or enable notebooks on an existing account in one of these regions.

We will notify customers once a fix is deployed.
