Obtaining a pre-approval for an Office add-in sold on AppSource

I have read the submission process for submitting an Office add-in for AppSource. Assuming all the technical criteria of the submission process are met, is there any other reason for Microsoft to reject the add-in (for non-technical reasons)? The goal here is avoid developing the add-in only to have Microsoft reject it for reasons OTHER than those specified in the submission process.
