Excel VBA XLS Padlock - a certain file can be created but not opened

Hello!
I have created a math exercise program with Excel and VBA and I use XLS Padlock to prevent unauthorized copying of the program. I have set that no more Excel file can be opened while the exercise program is active. However, I allowed an exception with the help of settings.
If a user has solved an exercise correctly, an overview of results previously created by the program using VBA is opened and details of the correctly solved exercise are entered. The problem is that this overview cannot be opened on all versions of Excel. By means of the same exception, however, it can be created before. Currently it works with MS 365 and 2016 Home and Business. On the other hand, Excel 2016 Professional Plus and 2013 Home and Business do not open the file.
How can I solve the problem or find out which versions of Excel the exercise program can work with? Can anybody help me?

But according to your description, this issue seems to be more related to XLS Padlock, its exception settings does not work on some versions of Excel.
I would suggest you contact XLS Padlock to seek help and confirmation. Or you can post a thread on XLS Padlock community.

thank you! As XLS Padlock works on some versions of Excel, I think that Microsoft can help me, because you know the differences between the different versions of Excel.
