Making Office App Available for GCC High

We have an app currently in the MS Teams Office Store and would like to make it available for a client using GCC High. Is there a procedure to follow to make this app available for GCC High clients?

Third-party apps are not available in GCC High. Attaching a screenshot for your reference.

Two questions:

can a GCC High client create their own apps? So effectively could i provide a custom app for them with a manifest file that they can install in their environment or is this also not allowed?

Any other avenue to allow this client to use our services through MS Teams?

We got the below response from the engineering team -

Yes this is supported today, but limited to tabs. Support for bots and message extensions is also being worked upon and will be made available.

Not currently. There are no plans to support a public app store in this environment.
