`CF_CALLBACK_DEHYDRATION_REASON` is missing documentation (cfapi)

CF_CALLBACK_DEHYDRATION_REASON is an undocumented struct that is in multiple fields in the CF_CALLBACK_PARAMETERS union. In addition, many fields corresponding to this struct are also missing documentation, like LastDehydrationTime, LastDehydrationReason, and Reason.
