you do not need to grant users admin permissions to install any software with ConfigMgr. You control the install permissions on the Client Settings in the ConfigMgr console. Look for the "Install permissions" section in this article https://learn.microsoft.com/en-us/mem/configmgr/core/clients/deploy/about-client-settings#install-permissions
Permission for Software Center Installation
Hi All,
We're currently trying out publishing application through SCCM.
Generally users in our environment doesnt allow to execute or install application and they need admin rights.
is there a workaround to provide this service without elevating their rights?

1.We can try to set the Install permissions to All Users that allows users with any permission except Guest to install software as Kent Agerlund mentioned.
2.Here is another workaround for your reference:
Please set the Installation behavior to Install for system on the deployment type on the User Experience tab. The client will install the application only once with the local system account's permissions and the application is available to all users.For more information, please refer to: Create applications in Configuration Manager
