HTML disclaimer breaks PGP encrypted emails

Hi,

Our organization has a policy that adds a disclaimer to all emails received from outside the organization. Recently, one of our users reported that the PGP encrypted email message he received was corrupted.

The disclaimer appears to break PGP encrypted emails, despite the fact that the rule states that if the disclaimer can't be applied, attach the message to a new disclaimer message.

I can add an exception that would not add a disclaimer to encrypted emails, but our organization policy states that a disclaimer is mandatory, so maybe there's another solution?

    I guess this phenomenon is caused by transport rule modifying the encrypted message body.

    Do you try to only modify the message subject like below?
