I understand you are using Pay-as-you-go subscription but it appears that your quota limit has been reached for NV6 vCPUs in East US for your subscription.
You can check the quota by navigating to your subscription on the portal, then select Usage+Quotas, under that apply the necessary filter as shown below and see if vCPUS are available for Standard NV family. if it is not available, then you can request for a quota increase.
