O365インストール後、Excelアカウントにサインインボタンがなく サインインできない

O365インストール直後にExcelアカウントを開き、一旦サインアウトしたら、「サインアウトしてOfficeを設定してください」の子画面からサインインをすると「この機能は管理者に無効にされている」となってしまいサインインできません。管理者にきいておりますが解決できておりません。
